Turkmen leader orders swift implementation of plans to move anti-social elements

The Turkmen president, Saparmyrat Nyyazow, has called for the swift implementation of a resolution to resettle some Turkmens from densely-populated areas, including certain anti-social elements, Turkmen TV has reported. The resolution on "moving and planning manpower and effective use of land" should be implemented more quickly, the TV quoted Nyyazow as saying. A report posted on the opposition Gundogar web site after the resolution was first issued on 18 November quoted it as saying that "people who disturb the peace in society with their immoral behaviour" could be subject to resettlement. The following is the text of the report by Turkmen TV on 4 January.

[Presenter] Today the president of Turkmenistan, Saparmyrat [Nyyazow] Turkmenbasy the Great held a meeting of the Cabinet of Ministers of Turkmenistan. The country's law-enforcement and military bodies were invited to the meeting.

[Correspondent, over video of cabinet meeting, president speaking] The president of Turkmenistan, Saparmyrat Turkmenbasy, noting that the talks with Russian Security Council Secretary Vladimir Rushaylo were held in an efficient, open and productive way, said that he was satisfied with the results of the agreement on Turkmen-Russian cooperation on maintaining security. It is known that the bilateral talks ended in [the Turkmen capital] Asgabat with the signing of a protocol on cooperation between the Russian and Turkmen Security Councils. The head of state told the heads of law-enforcement and military bodies to regularize their work in accordance with the agreement and the results of the talks. In connection with this, Saparmyrat Turkmenbasy the Great touched upon issues related to an attempted coup d'etat which took place on 25 November last year. Our respected president, demanding a full and coordinated report on the developments of the investigation, stressed that it was important to carry it out in accordance with law. Our respected leader said that strict measures will be taken against each of the criminals, who betrayed the basis of the country's constitutional system, unity, integrity and Turkmenistan's independence, and that they will get the punishment that they deserve.

Discussing strengthening the rule of law and legal order and tasks of the law-enforcement bodies, Saparmyrat Turkmenbasy the Great told the heads of these bodies that it was necessary to speed up the implementation of the presidential resolution [of 18 November] on moving and planning manpower and effective use of land in Dasoguz, Lebap, and Ahal Regions. Our respected leader talked about one of the articles of the document which stipulates that those people who have lost the respect of the nation, and who disturb social tranquillity with their bad behaviour must be moved. Saparmyrat Turkmenbasy the Great said that Turkmens' ancestors used this humane and effective measure in their time and that this measure helped to rid society of people who have lost respect, and at the same time helped them to clear their sins with hard but good work. The head of state ended his speech by saying that the measure will be carried out according to the laws of Turkmenistan.

The meeting also discussed current political issues.
